The Romans built the roads. The roads were often unwelcome. Generally road-building on the frontiers of the Roman Empire was a pretty well-guarded endeavor.
Or, hey, maybe it was simply a farm cart which the legionnaires were about to overtake.
But yeah, probably more plot to be had if we assume it is something a bit less mundane.
