I'll just give my two-cents on this. I prefer "small" Kat. For one thing I tend to put more importance on the face than the body. It also makes it less likelly that she would simply become a fancervice charicter. (though fancervice is not impossible, as the above illistrates)

When you're drawing a girl...look at the _sum_ of her features.

Easy answer: In first pic, the style is older, Jack obviously improved since then, she doesn't look as refined as she does now.
The second pic, the style's improved, Jack's more lenient with how she's depicted and she's probably older here, hence she has larger breasts. She's not wearing supports or covering up clothes since noone's around.

Also note the first one is non-canon. It was drawn pre sequential art.
