Operation Dawn. Train the elite matoran to more powerfull matoran and give them toastones. Turning them into toa. There were 100 elite matoran in the base.
Trivia: Toa. Beings that wield the power of elements. All known elements *elements that toa wield* in the Matoran Universe are:
Stone
Earth
Water
Fire
Air
Ice
Light
Sonics
Gravity
Plasma
Magnetism
Lightning
The Green *plantlife*
Iron
Psionics *mental stuff*
Shadows isn`t a direct toa Element. Only when a toa thinks completely dark thoughts or was touched by a shadow leech they can control it.
