Personally, I believe that Scarlet is about as emotionally developed as a 14 or 15 year old human female. Her sisters about 13-14 years old in the emotional development. They WERE raised in isolated conditions in the Quinten R&D labs, remember? So Scarlet's behavior may still be influenced by her upbringing.
