Looks like that's pretty much what happened. Pip is right. They wouldn't have known what to do back then (and likely not now, either). Leaving the matter to the police might be anticlimactic, but it was the best course of action.

Ultimately, she was declared 'no risk to the community' and released, irrespective of her actual mental state, in order to free up a space in the secure unit for someone else. Naturally, because no-one cared what happened next, she was allowed to travel to the town where she had her original breakdown so she could live surrounded by relapse triggers.

This would be funny if this didn't happen in RL Britain all the damn time.
